CONSULTATION ON CAR PARKING REVIEW

A review of car parking in the East Riding has been carried out by a panel of councillors.  The panel’s proposals, which include both reducing tariffs at many of the car parks where there is already charging and introducing charging in other areas currently free, will now be taken to a wide-ranging public consultation.

In order to give people a good opportunity to study the proposals and have their say, a series of “drop-in” roadshow style exhibitions and information sessions will be held as detailed below.   Councillors will be on hand supported by East Riding staff both to explain the proposals for each individual area and to listen to residents' views.   Feedback sheets will be available to complete (these will also be available from the start of the consultation on the council website at www.eastriding.gov.uk and will be in April’s East Riding News delivered to all households in the area).  Feedback sheets will also be sent to all East Riding town and parish councils.

The roadshows will take place from 4.30pm to 7pm and all are welcome.   The consultation period will run until the end of June.

No decisions have yet been taken on the car parking review panel’s proposals and all consultation responses will be carefully considered.  Decisions will be a matter for the Full Council after consideration by the overview management committee and the cabinet.

Councillor Felicity Temple, Chairman of the Review Panel said: “As a panel we were determined that our proposals were not to simply raise revenue.  Having said that, maintenance, business rates and enforcement on each car parking space has to be paid for somehow and at the moment half the county are paying for all the spaces.  This is demonstrably not a fair situation and is a legacy from the previous boroughs and their different policies.

"We had suggested that we introduce charges at the lowest possible level, i.e. 50p for one hour, or the equivalent of £1 for all day with an annual permit.  This we felt would not be unreasonable, given that last year we raised charges in Bridlington, Beverley etc., by 40p per hour and there the daily charge is over £3.

"However, the economic climate has cast its shadow and we are now asking the public through a series of nine roadshows if they can suggest an alternative way of covering the costs."
